Prioritising Applications

The Council uses a banding scheme to prioritise applications.

All housing and transfer applications received for rented accommodation will be assessed and placed in one of four bands.  The table below sets out the banding scheme and gives examples of those applicants who would be eligible to be placed in each band.

 



 

 Band

 Criteria  Examples
Band 1 Emergency and high priority(local connection with the district required)

Homelessness
Domestic Abuse
Critical and/or crisis medical needs

 

Band 2 Urgent need to move(local connection with the district required)

Medical needs (general)
Significant care needs, where re-housing would improve health
Statutory overcrowding
support needs- receiving or providing
Racial and other harassment
Anti-social behaviour - cases where re-housing of victim is appropriate
Duties under the Children's Act 1989
Vulnerable young people aged 16 & 17
lack of basic amenities
Moves that release a high demand Council or under occupied property for reletting
Moves that release a disabled persons adapted property
Applications via the "Tenants Incentive Scheme & Adaptation Transfer" route
Council and Rykneld Homes employees, whose home is a Council property tied to their job
Re-designation of older persons properties
Council tenants affected by development work to Council properties/decant/creation of decant pools
Multiple band 3 needs 

Band 3

Moderate need

Low level overcrowding
Private sector tenants with no security of tenure
Children living in flats above floor level
Applicants without a local connection, who would otherwise have been categorised in bands 1 & 2.
Applicants who share basic amenities with other households
Special circumstance (for example: families with special needs children)

Band 4

General need

This band will include applicants with none of the specific housing needs included in bands 1, 2 and 3, but who wish to be re-housed.
